Returns true when the node's activeConnectCount is at least 1.
java-tron checks the activeConnectCount field in the node information directly: it returns true when the value is at least 1 and false otherwise. The method does not inspect the passive connection count or the P2P listening-socket state, so it cannot determine whether the node is accepting inbound connections.
