When the node has connected peers, the result is a synchronization-status object:

When the node's peer list is empty, the result is:

In java-tron, false means that the node currently has no connected peers; it does not by itself prove that the node is synchronized. Also check eth_blockNumber, the timestamp of the latest local block, and a trusted height for the target network before treating the data as current.
