Returns a locally configured address that is registered on-chain as a witness, or an error if no address matches.
Returns an address from the node's local witness configuration that is also registered on-chain as a witness. The address may belong to an SR candidate and is not guaranteed to belong to a currently active Super Representative (SR). An ordinary node, or a witness node without a matching local address, receives an etherbase must be explicitly specified error.
